Federal Employers Liability Act The Federal Employers Liability (FELA) gives a specific legal right to compensation for railroad workers who are injured. This federal law, in contrast to state laws governing workers' compensation, requires railroad workers injured to prove their employers were negligent. FELA was approved by Congress in 1908.
